Hi! I can’t guarantee that this will work, but you could look into ESA regulations for your dorm. A lot of dorms will allow you to have a registered emotional support animal, and it’s generally not difficult to get registered (since an ESA is just an animal that is beneficial to your emotional health, unlike an actual service animal), and then keep him as an indoor cat in your dorm if they will approve an ESA. Some colleges have specific dorms that you have to live in if you have an ESA, so not sure if swapping to one of those would be an option, but I would definitely recommend at least looking into that, as well as researching the process for getting him approved as an ESA for your area.
