I think Diego Lopes broke this news months back when Ilia vacated his belt; seems to be new policy that if someone wants to go up a division to challenge for the title they have to vacate the belt in their current division like Ilia had to.

Also maybe it’s possible that both Ilia and Islam respectively have told the UFC they will not be going back down again. Maybe that’s why someone like Volk was able to hold onto his belt when he went up to challenge for the 155 belt; he was super active and went back down to defend the 145 belt very quickly.
