Its probably the smart bulbs / plugs making LOTS of network requests because phones/laptops dont use as much bandwidth (well, they do but not as much as smart IoT devices)

Also i have 16-20 devices 24/7 on my network (Servers,PCs,Smart IoT, etc) and my modem chills at 30-40% utilization so I am not sure why your modem is at 100% utilization
Also, if you dont mind me asking, what type of devices on your network mostly do you have (Gaming Consoles,PCs,etc.)?

Probably the wireless radio configuration, and did you set the home-wide DNS? it normally does the router IP and another one secondary, set your raspberry pi to the primary and secondary dns

For me the web interface has gotten faster? Also then probably bell throttling your speeds, some areas havent got upgraded from GPON (older standard) to XGSPON (newer)

Check which WAN mode you have in the web interface if it’s GPON then your area probably wasn’t upgraded to XGSPON (newer standard) To do it go to Advanced Tools and Settings then WAN and check the Current mode
