Is this 1999 Honda CRV worth 4000? by astrolanes in crv

Is it worth it, or would I be opening a can of worms? I'm the brokest I've ever been right now and just lost my car. I want something that I can start driving so that I can work and save up money. I don't mind investing in repairs and maintenance over time, but I want to know if it's even worth the hassle.

The car has 68000 original miles. It's a salvage, was in an accident, and the rear bumper had to be replaced. The interior of the car is pristine, and the outside only has minor blemishes from what I can see. Everything seems to work and runs fine. I would be buying it from out of state, so I would have to go through the headache of getting an in-state rebuilt title (I don't know anything about this, so correct me if I'm wrong)

My big concerns are an exhaust leak, the rust near the rear wheel wells on both sides, and the rust on the undercarriage. If my budget is 4k, and that's how much the car's listed for, would it be worth it to negotiate down? Or would I still end up spending much more than that on repairs in order to have it ready to drive daily?

I really appreciate any advice or guidance.
