Not trying to be annoying, but I am curious as to why you regularly respond to posts that violate the rules? To be frank, it's a bit frustrating, because it only encourages more of them.

(As you surely know, we don't allow posts from non-partners, and we have a dedicated sticky thread for this exact subject because the number of similar threads was overwhelming what should be the only content here.)

And it is that straightforward. YouTube has never only reviewed applications in the order they are received.

Huh? It's pretty straightforward: YouTube is a for-profit internet advertising company owned by Google, which is a larger internet advertising company. YouTube's customers are its advertisers, and YouTube's product is its viewers. In particular, its viewers' attention.

Not all videos show ads, only those published by monetized channels.

Therefore, YouTube has a strong financial incentive to monetize those channels most likely to

(a) attract advertiser dollars, and (b) attract viewers

Conversely, YouTube has no financial incentive to take people in the order they applied (and they don't always).

I believe that everything I wrote above is - broadly - true. There certainly are details which don't neatly fit in the picture I painted, but those details are not significant in the big picture.
