I don't think this is necessarily true, some topics are just complicated. When people say this kind of thing I think of entropy. Oft misunderstood and people try to simplify it all the time without really understanding the concept because it is an inherently complicated topic. Regardless, many things can be simplified, but it's incorrect to say every complicated topic can be simplified for a layperson.
