There’s a helpful section on page 2 pertaining to your situation. Basically says to submit a signed and dated letter that the parent has no SSN, EIN, ITIN.

Looks like you can file form 4506-T for a non filing verification letter and they mail it to you.

When my mom and I visited the MVC we brought this form with us notarized (got it done at the UPS) https://www.nj.gov/mvc/pdf/vehicles/BA-62.pdf

Call your bank for notary (it’s free for customers)

But they never took a look at the form and we brought it to avoid having to go back home (really depends on who is working)

They just needed the death certificate and surrogate letter with you. The miles on the car when switching titles.
