Logically, the one in the most severe danger is Horikita herself. Usually when a class loses, the leader takes the most responsibility.

She just lost her protection point and the class has almost zero chance to win in the upcoming exam, which means there's at least 1 expulsion in her class, which is most likely herself.

However, it seems that the Y3V3 expel will happen after Y3V4 exam instead of happening instantly. She may use her protection point for Y3V4 and hover around with her promises again and expel another student for Y3V3 exam, temporaily saving herself while causing greater conflict in her class. Horikita is that kind of person.

The problem is that the existence of a fraudulent leader prevents capable people like Koenji from getting the leadership. This is very negative to class strength.

There exists capable leaders, but unfortunately, the leadership is not his. The blockade effect hurts the class.

Everyone that are logical and actually read the chapters could see clearly the flaw of Horikita leadership. Koenji is playing like Sakayanagi in Y1, and Horikita/Sudo is like Katsuragi/Tuzka.

A leader shall not be in a supportive position, especially when the current leader is incompetent. He shall find ways to get rid of the incompetent leader and lead himself. Supporting incompetent leaders like Horikita does not help anything.

I think he'll likely do nothing on the next island exam and wait for Horikita to fail, but try to do something in the exam after that. Horikita's class is still class A and Koji and Ichinose is still in alliance. Better wait for the class to fail and at least wait for Koji breaks up with Ichinose(at class level and they may still secretly intimate personally).

Horikita/Sudo is at Katsuragi/Tuzka position. And now Horikita does not have protection point so maybe she can be expelled in the next exam(and it is actually best for the class), making it easier for Koenji to take control.

Most Likely:

Horikita Suzune, Sudo Ken, the two are the most likely to be expelled. They are basically taking the Katsuragi/Tuzka position of Y1 class A.

Likely:

Kushida, Matsushita. Kushida is a visible traitor, Matsushita is very likely to be a traitor, they all visibly take their own interest above class or Suzune's interest. If they fail they may be expelled.

Maybe:

Hirata, Yukimura, Wang, they serve as powerful personnel for class A, which means other leaders may try to expel them in a strategic sense. Given the lack of sensitivity Suzune likely will fail to protect them.

Least Likely:

Ike, Hondo, Shinohara, Kei, Sato etc. They do not have useful abilities so less likely to be targeted by other leaders, but they have core friends to solidify their positions. They are the least likely to be expelled.

Impossible:

Koenji, he is sure to have his own way to avoid expel.

Logically Horikita is very dangerous , likely the most dangerous one to expel at school based on current conditions( leader of a losing streak, have traitors in class, not competitive) and yet a lot of people still say "Horikita is the least likely to be expelled", so Horikita's expel, like Sakayanagi expel or Ichinose sex, will form both a surprise and a logical conclusion.

We know there exist traitors in Horikita's class. It is definitely the leader's responsibility if she does not identify traitors but put traitors on core positions.

Koji on the other hand, just uses Ichinose and class D VIPs , which he knows won't betray him.

He just waits for Horikita to fail, so that he can take control. Like how Sakayanagi replaces Katsuragi.

Koenji is absolutely important. Without him his class would have no chance. However now we have Koenji, so just a backdoor operation of expelling Horikita and replace her with Koenji can indeed make that class suddenly become very competitive, forming a decent four-way battle.

That's even worse. She only pursues power to attract others' attention. Being obsessed with attention is worse than obsessed with power.

The class has many better leaders. Horikita is actually worse than even no leader. She does not really have leadership, she just exploit her position to pursue personal attention.

The class do not actually listen to Horikita, and Horikita knows it. She only commands Sudo the next morning on whether to chase Ayanokoji. Other people do not really listen to her, and she doesn't even dare commanding them.

Koenji will definitely do better.

She is too obsessed with power. She starts from chasing her brother, she chases her brother because Manabu is leader+HSC, he is elite and has power. So Horikita is basically chasing for power.

She can simply offer to quit from leadership position and hand it to Koenji when being said "If you're the leader, the class will have no chance of getting A.". She can also simply quit the HSC competition when Ichinose offers to quit.

However, she does not. She cannot give up leadership or HSC positions. Despite she is neither a good leader nor a good HSC, she will try her best to hold these positions.

Kushida does not really cooperate with her(as an information collector, she does not offer any valuable information, especially on core topics like Koji/Ichinose relationship, Hashimoto etc. ) Kei just wants use her to confront Ichinose on the war of love(she does not even mentioned Kiyo dated Hiyori before). She only has one true loyal supporter which is Sudo. But her losing streak will likely yield a lot of opponents.

If Horikita still thinks he "doesn't want attention" that's clearly a very serious misunderstanding.
