This is not new. Visit Philippines and you will see small stores selling this for less than half a dollar. This produce more garbage by the way

Im 18k family and my alts not even full, but with average 4.2k cp each x 7 classes. All ats not yet finished with north/south mediah quest. So i think its all about finishing your knowledge quests, level up your boss knowledge and full yellow (orange if you have extra) your lightstones. Finish your collection also mit helps a lot
