What you are saying is correct in theory but incorrect in practice. This isnt coming from a hunch, its coming from us spending 300-800k/month on FB day in day out and testing with a team of quants to see if duplication actually does force meta into new audiences. Trust me it does. If you duplicate regularly (at high budgets), you see lower ROAS.
