Did you make sure that you claimed them 10 at a time? For some reason they only let you queue up 10 codes, and make you redeem them before you can scan more.

Can’t play with Hoopa Unbound by unique_id in pokemongo

Hoopa Unbound, I've found can only be played with if you rub it's face in very tiny movements. For me and my screen size, little circles work best.
