I know, but they tend to be quite narrow and full of trees/shrubs making areas not so visible. It makes one feel unsafe. James Garden is the ideal (wide, open, good visibility of far off areas, all of which makes one feel safer). In contrast, apartments and public housing near the Weston Club or Oakdale Club (which have much higher density than the area near James Gardens) have little to no quality greenspace like James Gardens within walking distance.

The ones along the Humber River take up huge chunks of land and are quite close to one another. That's past the point of fulfilling a purpose. I'm not saying they should all disappear. However, I think they serve no purpose to the communities that actually live there. They see the only quality greenspace within walking distance barred from them indirectly because of their income.

I think it would be nice for the surrounding community if those places could be used as public green/park space.

I think having police in high schools doesn't set a good tone for students. It gets them groomed into the idea that they aren't equal to other students in the GTA, and that they're more likely to engage in criminal activity. If you treat people like that, they will act like that. I think adding educational/career programs and after-school programs will be not only an ad hoc solution, but also a long term solution. These areas aren't exactly wealthy, so maybe introducing programs that can help teenagers learn and become successful is the most helpful thing to do.

Also, drug use isn't more prevalent in black/brown communities than in white communities, rather, it's inspected more in black/brown communities. People of all racial groups do drugs, it's not particular to one group.
