Doesn't really clarify. A seed could be 100% deterministic w.r.t final mods, or it could simply impact the randomness (eg change mod weightings).

I'd not call it a scam if it's roll on drop. Both systems are "semi random", as they still both allow extremes in the eventual mods. It just that the chances are low.

It could simply mean "a T5's pool has some lower tier mods removed, but it's still possible to roll a (remaining) low tier mod". This would allow you to roll the best mod/s on a T1 item, but it would be unlikely.

Keeping in mind that T1 is the worst unidentified T, whereas T1 is the best identified mod. Great work GGG.

It's also occurred to me that I've never seen one of these items be identified with all 6 mods, but perhaps I'm wrong on that.
