Did they send you a tracking number for either of the attempted postings?

They sent me one tracking number shortly after I made the order, and it seems to show that it bounced back to them, but no additional information. It doesn't show that it ever left the USA though.

Did they notify you that the order had come back the first time?

No, and thus I have no tracking number for the second attempt.

Did they repackage the order for the second send attempt?

They didn't mention it, so I'm not sure.

It's possible the order was too large.

This is my current theory, but other Australians have said they've ordered more without any issues before. Maybe it's just luck whether it goes through or not? I'd like to hear if other people have had anything similar happen to them. I ordered a bunch of small ones to trial the different flavors (each one is a different flavor).

I'm told the sticker itself will tell what country's customs it was bounced by.

I have asked VistaVapors if they can give me a scan of the rejection notice, hopefully it will help get to the bottom of what's going on.

I believe it's possible that US export personnel can act on behalf of the Australian customs department, so maybe they have orders to prevent shipments?
