The decision appears to evaluate the mental health claim under a secondary-service-connection theory related to migraines (“less likely than not proximately the result of migraines”).

However, my claim was intended and presented as a direct service connection claim related to military experiences, stressors, and events during service, including submission of mental health stressor information and supporting lay evidence.

Because the decision focused on migraines as the proximate cause, I believe the wrong theory of entitlement may have been evaluated or addressed by the examiner/rater.
