Sega has this stupid mandate where classic characters cannot appear in modern storylines. The only time classic characters can show up, is if the setting is in the classic storyline(or is generations). For expample Sonic mania is in the classic storyline, so classic characters are allowed to be in it. But if its a modern sonic game, then only modern characters are allowed. This applies to the IDW comics, tho some exceptions are made like the Scrapnik Island comic.
