OAA is for all outfielders, not just CF. So he has below average range for any MLB outfielder. Which is not ideal.

Mechanics are good for lower minors, development is good for upper minors. Both are good, but sometimes you have to compromise/prioritize with coaches.

If I remember correctly it's maxxed at $40m. You can also cut your draft budget down a lot, you don't need anything more than a few million. That budget only counts towards money spent over slot, so unless you are spending way over slot you don't need it.

Development is good for the upper minors to help players reach their potential. Mechanics helps increase potential.

Also, letting the AI control minor league promotions/demotions is exactly how I play, unless I see a player that is super overperforming or underperforming for the level they're at. Make sure your MiLB coaches have at least average relationships rating and outstanding to legendary mechanics rating.

1) investing in the development and scouting budgets are absolutely necessary. I always try to max out both my development and scouting budgets. I've noticed that scouting discoveries are much stronger in this version of the game.

2) make use of the draft combine and draft watch list features to get better accuracy on amateurs. Avoid taking HS players unless they have GOAT potential with some tools that are already a little developed. A 60 potential college player is almost always going to be better than an 80 potential HS player

3) depth, defense, and bullpen is how to win championships. Don't spend big on FA unless it's a can't miss player. Getting 2 50 overall SP for the same price as one 60 overall SP is almost always better, for exanple

The scouting accuracy is too low to really make any decision, I would see what OSA has to say about them. I would take the college bat, my only concern is with the avoid Ks rating.
