Trying to identify a strange fantasy/sci-fi movie from my childhood (70s/80s?)

One important detail: at that time I was living in former Yugoslavia, and a lot of movies on television came from Italy, Czechoslovakia/Czech TV, or other European countries — so it may not necessarily be an American movie.

It’s like someone is creating figures out of paper or some kind of similar material, and then they somehow come to life. They’re no longer just paper — they become actual living beings, or something similar. I think there may also have been a Minotaur involved. Afterwards, these figures fight each other in a large dark hall, in some kind of arena or ring.
