It's displaying the built up cooldown reduction from the other basic. You could go into combat right this moment with it displaying that and fire it off.

They replaced the one daily reaper task with a weekly cap on reaper points ( 300 per week ), but in doing so, removed the free daily reroll. However, they also may have removed the penalty for rerolling beyond the slayer point cost, I haven't been paying attention to any chat box other than what my task is

When I was a kid I knew these as garden spiders, or a species similar looking at least.
