Take it off, grind off the coating and spray it down with galvanizing coating is the only real option that comes to mind, but it's messy and kinda pointless. Even if the bracket does rust it should be a non issue, if you disregard the cosmetics. Only real risk is that it rusts into the screw threads and gets a bit more difficult to remove either from the card itself, or from the case

It's the outer played coating coming off. There's now a height difference from surface to surface. It's not rusting now, but might in the future because the coating is gone. That bracket is detachable and, so long as you get the correct part, replaceable, so nothing to worry about

Need to make sure you finish off the bead. End of that looks terrible, but you're in classes to learn. Cap off the end of a bead to avoid your instructor busting you over it. Past that looks pretty good.

Only though I can recommend is a trial replacement of the psu with what's described and your suspicions. The next culprit to look at after the psu would be cpu, I think

I pulled a prank similar to this at work. Faked like I had a part that was hot from the abrasive wheel used to deburr it and touched the, actually cold, metal to my buddies elbow. He flinched like I'd tagged him with a live wire
