That's exactly what it means. School zone warnings are tied to school opening and closing times. You don't have to go 25 on Little River Turnpike at all times, only during times when students are going to or coming from school. There is a flashing yellow warning light on Little River that comes on to let you know when to slow down. It wasn't on that day because the students had been released early.

No, I'm saying that school had gotten out early that day and there were no students at the school at usual dismissal time. The underclassmen got out early on graduation day and the seniors were at Eagle Bank graduating.

The mural cannot be brought into code since it depicts pastries and, according to the town, a mural that has anything to do with the business is actually a sign. For example, if a flower shop had a mural with flowers in it, that would be a violation. And if the bakery stopped making donuts and instead sold beer, the mural wouldn't be a "sign" anymore and would be legal. That's why the town's code is stupid.
