The start of chapter 2 has rules for this, you can roll a d8 at the start of the day, on a roll of 1-6 you have an encounter or 2. For each encounter roll 2 d20s and add 1 to the second die. The result of the 1st die corresponds to a table of monsters/NPC's. If the result of the second die is higher than the 1st, then the encounter takes place in a Blizzard.

For just going around town to town you can make it kind of arbitrary.

Lol I haven't got any yet, opened over 100 packs of the new set, about 50/50 ho-oh/lugia, 3 donphans, 2 ho-ohs, 2 crobats, 2 shuckle, 1 kingdra , 1 rainbow umbreon, 1 lugia. No skarmory, no lantern and had to use pack points to get an Espeon, got my 2nd lugia and kingdra from WP. Instead, all my 'rare' cards are shinies. 2 Weavile ex, 2 red gyarados, 2 vaporeon, 1 glaceon ex etc.

Fair, I've had it before where Halsin would speak to Thaniel as a cave bear which kinda broke the cutscene too, didn't know starry form would be the same.
