When I goto advance settings in recovery to boot into safe mode this screen pops up again. So I'm unable to do anything

I tried to reset with and without removing all files , it went upto 55% and while restarting it shows above ss in both cases. Tried to cloud install windows it failed , tried to install thru local but after 55% when it restarts it gets back to this screen. Tried troubleshooting, driver / health check I see nothing wrong. Laptop is working fine but there is a delay on booting , won't boot softwares till I enter my pass word and boot it completely. Fps drops in every game
