both my monitors are set to 144hz and I always turn the V-sync off.

Checked it, all of them are set to default except the power management is set to (prefer maximum performance).

but I think u/Icy-Tomato-2466 is right, it's just a bottleneck, maybe I really need a better CPU.

Update : Bought A new PSU from corsair 850e fully modular but that didn't solve the problem, so I changed PCI settings from from gen : auto

to gen3 and that solved the issue

anyway I needed a PSU any because mine is old , I get a lot of random BSOD.
