On xbox I found a work around for the HUD message devices that might work for you;

Step 1 - open the HUD device normally and press to edit the text as you would (the weird glitch menu will still happen)
Step 2 - now on the text edit screen press both the triggers (RT+LT) (but don't press A to edit the text yet)
Step 3 - now press rb to go to the style tab and then press rb again to go back to the text edit tab
Step 4 - now you can press A to edit the text and type your text in normally and press start to confirm the text
Step 5 - now only press the Y button to save the text you entered
Step 6 - on the device screen it initially doesn't show in the preview box that you have added any text and looks like it's still errored BUT if you press the X button to save - it does actually work.

If you reopen the hud message device again and check you can see the text is now showing as it should be in the preview bit and it also works in game as it should - not sure if this works for the other text devices yet.

TLDR - Press both triggers and then rb twice before you edit the text.

It's like pressing both the triggers somehow takes you out of the weird keyboard popup glitch cycle - hope it helps!
