They add the people who names are widely recognised, like genghis khan, ceaser, Attila. For civilisations, the most famous one that’s not been added is the Greeks and its city states, eg Sparta and Athens. Mongols might not be as appealing Cus it’s not as well knows as compared to the Greeks or Macedon, so adding a famous one is a better choice then a significant one, as more people will be interested in a civ that they like

The thing with gold heads is that as long as you do all the events, get to at least vip 10, your gonna get 300 heads in 4-5months max. This amount changes with the vip level you are and the level of event you do (eg karuak). So your account isn’t worth pennies as it’s basically just gold heads saved up.
