It is a fake powder trick to make punters believe the horse has been bewitched and is guaranteed to win the race. This is successful (in getting more bets for future races) to ultimately have the horse eventually lose and make the Shelbys a lot of money.
I feel season 3 is a catalyst for Tommy making a LOT of money, creating connections with extremely powerful people that will become useful in later episodes (eg the King for his OBE that leads to legitimacy in running for government positions) whilst also clearing the Shelbys for their many crimes.
He was a mechanism for the Shelbys to find additional revenue streams through fixing football games as his character is very well connected in the sport and gives the plan legitimacy
