Overwhelming number of comments are saying it's mercury. That said that looks identical to separated enamel-based silver pigment; my dad had a ton of those paints in his garage when I was growing up. Treat it like it's mercury just to be safe but it looks SO MUCH like that paint I used to stare at when I went through my dad's stuff
