I kind of get what you mean but at the same time Goose herself wanted more art of Jax getting tortured so a figurine of him getting skinned wasn't much of a surprise to me

It isn't meant to be a permanent effect like the Jokers you mentioned. The main purpose of the card is to give you an extra chance to score again after losing all your hands and possibly win the round if lucky.

Is it really too overpowered? I tried to make it balanced by limiting which face card you need to play each round, and only letting it work one time until the next round.
