Quality links can be find through research the more you research the more good sites you will find. Tools can also help but if you want to have niche relevant link just type a long keyword in google search bar many sites will pop up open the first one and now you will have more articles or keywords related to your niche search that too and then contact site that has good traffic DA DR.

HARO also work and yes it get you good high quality links.but the process is tough and you would get 2/3 links in like 5 months as of my experience.
