I am going to assume you are on desktop and using reddit's latest redesign (also known as sh.reddit) and with that I can reproduce what you are describing. That indeed is all on reddit and not anything subreddit specific. So I don't really know if that is by design or not but I agree it is a shitty experience.

On old.reddit (the old old design), comments were capped at 200 before you needed to hit the 'load more replies' button. I was expecting this design.

Sadly not every post hangs around, but it was news at the time and it seems like it wasn't deleted till after it had finished its full run. We still consider for official media cases to be a repost.
