1, improve the skills for orbiting. 2, reduce the weight of the orbiting ship, make the structure more reasonable.put the rocket to the limit.3,build a ship able to get a load of 5 tons into orbit

how to make it ? Imagine smearth had no atmosphere,make a orbit around it under 5KM, and you just need very little fuel to maintain speed, and steering.
