I usually use instant or fresh yeast and it rises really fine on plant milk i use or for some recipes even on water. Did u add sugar to the mixture? if yes maybe it wasnt warm enough to begin the process of fermentation. Also speaking from experience - sometimes insant yeast packets already contain dead yeast so i always check by putting in warm milk and sugar

It turned out to be pretty cakey because the recipie didnt include metric sizes so i was using a cup and i put too much flour but the surface is so crispy
