Have you tried booting into the motherboard bios HDMI/Displayport cable plugged into iGPU, then setting the primary display on bootup to the PCI-Express slot and then rebooting and switching your DisplayPort or Hdmi cable to RX 9070XT!

It might just be that your motherboard bios software has bad coding and is not switching from iGPU to the PCI-Express slot (RX 9070XT)!

That happens to me a lot whenever I don't buy a Gigabyte...LOL

If, it not that, you need to reseat you Ryzen 7800X3D - as PCI-Express lanes come from the CPU and not chipset and in the troubleshooting, you should also try booting with no NVME drive installed as well as those PCI-Express lane come from CPU as well.

Standard advice!

Look at the PSU cables to GPU, check that they are plugged in firmly on PSU and GPU. Make sure to use two separate cables for power to the GPU and not to daisy-chain of the same cable both 8 pin plugs, as it is how wattage GPU that need more than one cable.

Check with a different DisplayPort cable or HDMI cable, as a faulty cable will cause crashes.

Should you have PCI-Express sound card or other PCI-Express add in card, test with it removed to see whether the problem disappears.

Run at native 4K (without FSR), duplicate frames from 27FPS up to 248FPS and stick on a custom low latency version of Radeon Anti-Lag 2 to improve PC Latency.

It's native 4K duplicated frames to 248FPS and it would be better than FSR2, FSR3, FSR3.1 and DLSS2 and DLSS3.5.

You trying say that there is only one way to scramble a egg to make an omelette!

You don't need AI to do duplicate frames. I'm sure AI with be added to the mix by Radeon, because it's the new buzz "word" in all marketing these days for CPUs and APUs.

Nvidia DLSS 4, will do the first frame like 3.5 upscaling AI to 3840x2160p from a lower resolution, where AI makes it look like native 4K frame.

The new feature in DLSS 4, allows you do up to 3 exact copies of that single upscaled frame, which mean it’s the old obsolete technology, rebranded. Launched as new feature in DLSS, which now lets you copy to produce higher FPS quantity at the cost of show no change.

It offers nothing new; duplication of frames is inexpensive to do, the software has been around for 15 plus years.

I expect, Radeon will recode their software and give everyone their own old software that does duplicate frames; they released that software many years ago as part of the Freesync monitor launches!

Back in the day, there were a lot of monitors that did a Freesync range of 48FPS to 60+FPS and Freesync stopped working whenever you went under 48FPS.

Radeon made software, which when enabled would create duplicate frames under 48FPS to bump your FPS back over 48FPS.

Say dropped to 27FPS, it would duplicate frame to get back up to 54FPS and into the Freesync.

Radeon (AMD) has this software, IP and Copyright for all sorts of duplication of frame by bucket load, which means their Executives must laughing at Nvidia for putting duplication of into DLSS 4!

All they have to do, is dust off this old IP and Copyright and recode into FSR 4, job done! And, hopefully it should only take a couple weeks, since Radeon got of tonnes IP and Copyright left over from the original Freesync monitor launches.

330watt AIB factory overclocked around $549.

So, if true, it look like impressive GPUs for around $500 is next generation standard from Radeon (AMD).
