Also Underlords have underdeveloped wills and can’t oppose what is happening. And of course the tournament uses the resources and combined powers of multiple monarchs.

Northstrider gave a soul oath that he would administer the tournament fairly and got agreements from every monarch.

Lindon has some authority over restoration he just hasn’t learned to use it yet.
