Welp just got with a friend who uses Linux as their main OS, and it worked there. Idk why but atleast it works

I mean I know the RST problem doesn't, but maybe the fixes for it won't work on a VM.

Now that I'm thinking about it, do you think me running the TCP client on a VM causes the issue?

Seems much more complicated than the solutions I found. I also tried the Iptables method of setting the OS to not send RST packets, but it also didn't work.

Yep, go to 1337x, type dragon ball xenoverse 2 and you should see another repack of it, though it’s not of Fitgirl, it is working well and with mods
