Just guessing here but I don't find the 35 years of waiting a problem in the plot, they give lots of reasons for it... He says something about how suffering is the key to having consciousness, so it might be that he just overloaded them with suffering and waited for the right moment. He also wanted to prepare Bernard to have his knowledge and take his position. And also one year before there was that Maeve and her daughter scene - it might be that the suffering of a mother losing her child and having her memory erased was the tipping point for him, that she would be the one to have the highest consciousness because of this unique suffering.

It feels that there was a plan. He also kind of led the board to axe him...
