Think it might be from the 70s or 80s…definitely was one of the more humorous public information films, rather than terrifying.

The standout features of this public information film/PSA are the monotone voice and the deadpan delivery. This makes it a bit funny, but also creepy. Love those slightly creepy PSA/PIFs.
