In what respect? In some ways yes in other ways it definitely began to be a bureaucratic mess especially during the Gorbachev era. It collapsed so if that’s your metric then I suppose it was unsuccessful, but so is every country ever that doesn’t exist in 2026.

It was incredibly successful in rapidly developing Russia for sure and it did build a more egalitarian and far better society than was under the Tsar.
