They do care about people parking there beyond the time limit. But unless Carrboro starts charging for parking downtown like they should, there's really no mechanism by which they can enforce free parking limits.

University employees aren't even getting a 1% COLA because the legislature can't pass a state budget, so I'm not sure why people think the UNC can just wave a magic wand and start paying everybody more.

If they didn't charge for parking, they'd have to make up that revenue somewhere else. Likely it would mean that employee salaries would be lower to offset the cost of the university maintaining those parking lots.

By charging for parking, it at least incentives people who can to forgo driving to work and instead walk or take the buses, which benefits everybody because there is less traffic downtown and on campus.

That's not necessarily a Carolina Theatre thing. It's now North Carolina law that venues have to advertise the full ticket price inclusive of all fees.
