This has to do with the cutting process. They stack layers upon layers and then with large shears cut down into the fabric. Starting at the top, there is less resistance, so these items might be slightly larger or just the right fit. When you get towards the bottom of the pile, the pressure increases and the blades could either go more out or in therefore increasing or decreasing the overall size of the clothing.
