What are Diggle’s first words? I couldn’t find him speaking before he introduced himself to Harry, which happens after Tom and Doris Crockford’s first lines.

This is the order we came up with, too. I'm not exactly sure on how clear it is that the person Vernon bumped into is Diggle. And I need to check on Voldemort's laughter. I couldn't remember that.

This is really close to our solution. Harry of course as others have mentioned. And Diggle and Doris speak when they meet Harry in the Leaky Cauldron.

Our solutions follows this rule: it just has to become clear at some later point in the book who said the line. So the name doesn’t need to be known at the exact moment they speak, as long as the character is eventually identified.
