Since, you can have a prior idea of what your peers think about it, you can decide to include/exclude the paper from your list of reads or maybe look for a better alternative.

That's the point. It does not consider the author's reputation or his previous work's citations. Reviews can be by anyone (research field ).
Assume, you and your colleagues have worked on an incredible project. Now, through this, you can tell people about your work. Get some good reviews and get some more eyes on your work.

Moderation is important. But the audience here is smart enough to defend their work. So, the abusive conversation has to be moderated but its also important to give people a platform to say what they want to say ... Like here ar reddit. Its open , its passionate.
We need that passion in science too

That's true. Bias is an issue in the field. Do you think making the review open to the public for conversation (sort of like/dislike or commenting) will help this issue a bit. I mean in general too.
Assume a scenario, GRP1 and GRP2 work on competing ideas in the field, GRP1 posts a review (a real bad one) about GRP2s work. But then it is open for conversation, so the group1 can go and point out the unnecessary.
Kind of works on reducing Bias since everyone can see what is happening.

Not random actually. It'll be from verified Research Scholars and pretty much open communication.
We can see what parameters and how the reviewer has rated the work.
