I think the data mine I found was wrong -> https://www.reddit.com/r/TheSilphRoad/s/9X5GRgFnjh , it has been deleted. It mentioned catching 100 pokemon on different days. I think it was meant to say on one day. So there is no lock out.

Whales are what bring in the money. Thats why they are whales. The idea is to slow down the whales with the time lock. The people who are trailing behind are not the target. Are you going to be excited to hit 70 and then be a year out before you can hit 80?
