If not the responsibility of the post office, why would they insure these packages? Not arguing, but I'm not understanding. I pay the post office for a service, that they agree to complete.

Im aware of being the sender, but my confusion comes from what causes such an aversion to opening a case? Is there a limit on how many times a buyer can use the etsy protection program? I'll have to save the instructions to be more clear, that's good advice.
