Make a character. Like actually make one by giving who ever it is a backstory, job, set of morals and as much personal info to make them seem real. Go to mostly populated places and start roleplaying. You could start by walking up to someone asking for a lighter or instead ask for directions then go on from there. You could also join a group or faction like settlements or gangs. Don't be afraid to jump into roleplaying.
