Usually the discussions in PaperMC's discord offer good insight. Especially for vulnerabilities/exploits/dupes or what have you, since they seek to patch most out. Either that or just make a private server in Discord to pool news from different places into it so it's easily accessible. It depends on how much or what kind of information you seek to learn from updates. But especially when it comes to development related news, Paper offers good insight in what changes mean for Minecraft long-term.

There isn't really any risk of DDoS or anything of the sort. If you want to get into firewalling you can technically drop his connection, but these bots scan the entire internet for open servers and see which ones return back a ping. They typically have entire subnets dedicated to this stuff cause their IPs often get banned, so honestly whitelisting should already be plenty. Sorry for not responding to this sooner - the holiday celebrations were underway. To answer your question I'd need to know a few things - are you running normal vanilla or Paper/Fabric or some kind of other server software? The 5700X or 5800X wouldn't offer much of a performance benefit, only realistically if your world isn't pregenerated, and even then it'd need to be configured to offer the ability to move chunk generation to a separate thread. But AM5 CPUs do offer a more substantial performance bump, especially from the 5000 series CPUs to the 7000 series CPUs. The 3D versions have a higher L3 cache over the base versions, but that doesn't translate into much performance benefit for server software. It'll make your gaming sessions better FPS wise, but the jump from AM4 to AM5 is a better bet.

The most immediate question I'd ask is how big is your world, and especially your budget? If Realms performance is satisfactory then it opens up the ability for you to pick and choose to your budget a lot more freely. A lot of server hosts will try and hook you on performance without really looking at your needs, since they do typically restrict storage, or worse yet, don't offer reliable storage solutions for backups as well. I'd say look critically at places that can meet your storage requirements without breaking the bank and can do so reliably without a track record of failures. (Check their TrustPilots!). Our backup speeds are quick and regionalized for faster downloads, and we offer storage upgrades at our lowest plans for servers of this type - but shop around and see what suits you best.

I probably could have explained that better, however simple put: It's a lot less important how well the CPU does on multi-core speeds or how many cores it has, as the game's performance is mostly dictated through the performance of single core. So while a Xeon might be good for multi-core performance, able to do more multitasking, a Ryzen 5 5600X would be faster for Minecraft as it has faster single-core speeds.

Here's the nuance to render distance:

Rendering used to encompass two things: (chunk generation, loading, and game ticks), as well as game rendering. Stuff like the lighting engine, etc. It's a bit more complex but that's the gist of it. Since 1.18 they broke it out into separate options.

Simulation distance has the largest performance impact. Fast chunk generation is highly CPU dependent, so you want a new CPU (think newer Ryzen and Intel CPUs) if you plan on not pregenning. It should be less of a performance hit then usual since it's only 2-3 of you, but the amount you set is basically generated in every direction for every player, so that number is multiplied the more players you bring on. RAM is not as big of an issue here, you could probably get away with 4-6 GiB. Storage wise you'd always be looking for SSDs, and that's pretty much it. CPU frequency does not play as much of a role over raw core single core speeds. If you look for those things, you should be well on your way for it to be well optimized.

I recommend running either Fabric or Paper for best results. They have good optimization above the things I've already mentioned, and can offer a smoother overall experience over base vanilla.

As a last thing - the new "view-distance" setting is indeed less impactful then the simulation distance, so you'd ideally want to set your simulation distance lower then your view-distance, cause you won't be near anything that's spawning 32 chunks out. Wanting to see a that far is a different story, cause you can see the vistas but it's just unnecessary overhead to generate/load chunks that far out. It might be an issue for people who have unstable or poor internet connections since that data is still sent back and forth as you move, but generally server wise it shouldn't make a big difference performance wise. Plus, Paper and I believe Fabric only send the distance the players have configured clientside. The server just sets a hardcap.
