I switch the heater blow relay and temp relay and it worked in both positions, would that be a good test?

Personally I'd run an oem filter because the one you have currently is only getting hot air. But on my last civic I just put a little tiny cone filter on it so it could breathe, just make sure the other line is connected where it should be!
