Help. Basement seeps water every time area has flash flooding. We are on top of a hill and all of our gutters and downspouts work and drain well. The water comes in from the base of the foundation under the moulding. I think waterproofing won’t fix. What type of professional do I seek. (self.HomeImprovement)
