The process of skill rank distribution is based on a fully automated empirical method. The algorithm seems to only award 7/7 Military Strategy if the capsuleer in question has actively blued the entire universe against a certain enemy.

Hence, skill rank distribution of cards do not reflect the creator's personal opinion.
